Vacancy – Municipal Manager

The Dawid Kruiper Municipality requires the services of a suitably qualified and experienced person to be appointed as Municipal Manager.

Dawid Kruiper Local Municipality is a Category B municipality that forms part of the ZF Mgcawu District. It was established by the amalgamation of the Mier and //Khara Hais Local Municipalities in August 2016.


Individuals, who comply with the minimum requirements for this post, possess the necessary integrity and an excellent track record are invited to apply for the following five-year performance-based contract appointment in terms of Section 54A of the Municipal Systems Act.


Remuneration: R1 011 686 – R 1 176 380 – R 1 341 073 (Upper Limit Regulations)

Requirements for the post include: • A Bachelor degree in Public Administration / Political Sciences / Social Sciences / Law; or equivalent • At least five years’ experience at senior management level • A proven record of successful institutional transformation within the public or private sector • Advanced knowledge and understanding of relevant policy and legislation • Advanced understanding of institutional governance systems and performance management • Advanced understanding of council operations and delegation of powers • Good governance • Audit and risk management establishment and functionality • Budget and finance management • Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No 5 of 2000) • The ability to engage strategically with the Executive Mayor and Councillors, communities and residents • An appreciation of the centrality of the Integrated Development Plan for effective service delivery • An aptitude for strategic / operational planning and implementation management, decision-making, leadership, innovation and motivation • Compliance with all the requirements as contained in the Municipal Regulations on Minimum Competency levels, Gazette 29967 of 15 June 2007, i.e. South African Qualifications Authority Qualification ID No. 48965 for Accounting Officers of municipalities, e.g. CPMD, MFMP, etc. If a newly appointed person is not in possession of this Competency, he/ she must complete it within eighteen (18) months from the date of employment, in accordance with Government Notice Number 91 of 3 February 2017, as promulgated in Government Gazette No. 40593.

  • Core Managerial and Occupational Competencies as prescribed in the Performance Regulations • Core competencies as set out in the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers, published under GN21 in GG37245 of 17 January 2014 • Computer skills • A valid driver’s licence.

Key Responsibilities: The overall management of the Municipality in order to ensure: • efficient and effective

provision of services • promotion of economic growth • facilitation of social and economic development • long

term sustainability of the Municipality • perform all functions, duties and responsibilities as contained in relevant

local government legislation such as, but not limited to, The Constitution, Municipal Finance Management Act,

Municipal Structures Act, Municipal Systems Act, Promotion of Administrative Justice Act etc. • Ensure the

streamlining of staff towards core basic service delivery.

  • The successful candidate will be required to disclose all financial interests, sign an employment contract and

an annual performance agreement.

The swimming pool in town is used on Saturday between 11:00 and 13:00 as well as weekdays between 19:00 and 20:00 by diving club members for exercise purposes. This exercise is only done at the deep end of the swimming pool.


Reitzpark is open from 08:00 till 22:00 everyday during September and March. The public should bring their own braai facilities.
