The MEC responsible for Cooperative Governance, Human Settlements and Traditional Affairs, Bentley Vass convened a highly successful and well-attended meeting with Municipalities (Mun-MeC) in Upington on the 11th of March 2019. The Mun-MeC is a forum created to establish synergies between the Department and municipalities in the province to work in an integrated manner. The Mun-Mec discussed a myriad of issues relating to Local Government.
Key to the discussions, the forum reflected on the filling of vacancies in Municipalities. The filling rate of vacancies in the province can be improved as there are a number of municipalities who have not filled critical posts. The appointment of personnel with the correct qualifications in correct positions remains a critical aspect in ensuring that municipalities execute their mandate effectively and efficiently. The under spending in the municipal Infrastructure Grant is correlated to the non-filling of vacancies. Municipalities where encouraged to fill vacancies as a matter of urgency.
The MUN-MEC noted that the Traditional and Khoi-San Leadership Bill is being finalized at National Parliament. Upon promulgation, the Khoi-San will be duly recognized, this will subsequently result in the establishment of Local Houses of Traditional Leaders and equally allow traditional leaders to participate in Municipal Councils.
The MEC extensively reflected on governance issues pertaining to Phokwane Municipality and the concerns related thereto. There is a need to intervene in Phokwane Municipality in order to stability in governance.
Eskom Debt remains at an all time high and there is a need for the affected municipalities to work hand in glove with the Steering Committee of Treasury in order to explore various budgetary approaches and methodologies in dealing with the Eskom Debt. Government Departments owing municipalities were urged to fast-track outstanding payments as this will assist municipalities in servicing the Eskom Debt.
The MUN-MEC received a presentation from Statistics South Africa which depicts the populous dynamics of the province . Young People remain in majority and there is a need for Municipalities to accommodate the needs and aspirations of young people in the Integrated Development Plans. There is a need for all social partners, both private and in public sector to work in synergized manner, especially in mining towns to reduce unemployment among young people.
